Proposal Manager

 

The Proposal Manager is responsible for supporting Kelly Government efforts to pursue federal government contract opportunities as assigned. These opportunities include responding to government bids, sources sought and Requests for Information (RFI’s). Support pursuit of Prime, Sub-Contractor and Task Order or Customer Service Agreement (CSA) staffing assignments through management from initial inquiry through agreement execution.

 

The Manager defines, and schedules writing assignments, responsible for primary documents and facilitates the 6-step color review process from initiation to final delivery. The position also provides proposal management assistance to research new opportunities for viability and evaluate potential partners. 

 

As a Government Proposal Manager, you will:

  • Growing revenue and profitability for your portfolio of business.
  • Coordinate all aspects of communication management (Potential clients, customer/partners/Internal teams to include commercial Kelly, contractors, and vendors).
  • Assist Business Development Director with identifying new business opportunities using FBO, GOV, EZ-GOV, Compass, FedConnect.net, Govtribe.com, FPDS.gov and other bid boards as directed.
  • Work with Program Managers to support Task Order submissions, meeting minutes and transition document material when assigned by the Director Business Development.
  • Serve as inside sales contact for new customers. Partner and on assigned accounts, request order numbers while detailing opportunities in Salesforce and on the BD Tracker.
  • Gather and analyze information to evaluate competition, potential small business partners via websites and subscription services, pricing using talent neuron, salary.com, BLS SOC data and others, generating reports or content for reports, tracking pipelines of won/loss, developing and in progress, share point folders while updating the Salesforce tracking tools.
  • Leading formatting, production, and delivery of various volumes of a typical proposal. Maintain technical libraries to developed standards, win/loss and debrief information. Gathers information on awards.
  • Participate in bid/no-bid decisions, assists in development of win themes/storyboard, cross reference matrices, format, and color layout.

 

Requirements

  • Bachelor's degree in business or related field or equivalent related work experience
  • 2 – 3 years Federal Government Proposal Coordinator or Capture Manager experience
  • Proposal structure, content, layout, scheduling, reviews, and coordinating
  • Ability to prioritize, communicate and maintain large volumes of data
  • Ability to work on independent assignments or work as part of team
  • Proficiency in Microsoft Office products; Word, Excel, and PowerPoint
  • Critical thinking, writing, and editing skills, organizational change understanding
